Maine
Maine is using QSCBs. The change to cash subsidy option for QSCBs is well received. The Maine Municipal Bond Bank issued a $9.2 million QSCB on January 10, 2011. Maine used QZAB allocations until 2010 when applications decreased because of the weak bond market and because QSCBs were more attractive.
